The fact that he has blue paint over his hat might mean that this never went to quality control at all. The painter may of stuffed up on this one and decided not to submit it to his employers.

I have quite a few half painted smurfs and they usually have areas where they have painted that they shouldn't of and therefore stopped where they were at and most likely moved onto another one.

It's quite possible that this is the case with your little cute guy Meagan. A nice smurf to have for somethign different.
